Food Services Singapore

Food Services for Singapore Food Companies

Three problems stop a food product from reaching a shelf and staying on it: a label that does not meet SFA requirements, a customer complaint you cannot explain, and an expiry date that is shorter than your distribution needs. Co-Laboratory finds the cause, runs the testing that proves it, and tells you what to change — so you are not reprinting packaging, pulling stock back from a retailer, or writing off product that expired in a warehouse.

Which Food Service Do You Need?

Most enquiries begin with a sentence, not a service name. Find the sentence closest to yours, and it points at the service that answers it. If none of them fit, tell us the situation and we will tell you which one applies — that scoping conversation is free.

What you are dealing with
The question it really asks
Service
“My packaging goes to print next week and I do not know if the label is compliant.”
Does this label meet SFA and HPB requirements, including the rules that changed on 30 January 2026?
“A customer said the product tasted sour, and I do not know whether it is dangerous.”
Is this a safety problem or a quality problem, and what caused it?
“My product only keeps for 5 days and my distributor needs 14.”
What is limiting the life of this product, and what would have to change to lengthen it?
“A retailer asked for a nutrition panel and I have never had one done.”
What has to be tested, and how does the result get onto the label correctly?
“I need to put a best-before date on a new product and I have no data behind it.”
How long does this product actually keep under the storage I will print on the pack?
“My drinks menu needs Nutri-Grade marks before the next inspection.”
Which grade does each beverage fall into, and which ones may still be advertised?
“I am importing a product that is already labelled for another market.”
What on this label is not legal in Singapore, and what sticker text fixes it?

Not sure? Send us the product and the problem on WhatsApp. We will tell you which service applies, what it will cost, and — often — the check you can do in your own kitchen today for nothing.

The three main services

What Each Service Does

Each one starts from a different trigger and answers a different question. They are described in full below, with what you receive, what it costs, and how long it takes.

1

Food Label Check

Triggered by: a print deadline, a retailer listing, an import, or a rule change.

$300 – $2,000
by plan, for a few SKUs

The Singapore Food Agency does not approve labels before they are printed. It checks them afterwards, in the market and at import. That means a non-compliant label is normally discovered once the packaging already exists — and the correction is a reprint, a relabelling exercise across stock already in a warehouse, or a shipment held at the point of import.

We review your label against every applicable requirement: the name of the food, the ingredient list, the eight declarable allergen groups, food additives, net quantity, date marking, storage instructions, country of origin, lot identification, importer details, the Nutrition Information Panel, every nutrition and health claim, the Nutri-Grade mark, the Healthier Choice Symbol, and legibility and placement. That is 18 core points on most prepacked foods, and up to 25 on some categories.

Two things changed on 30 January 2026 under the Food (Amendment) Regulations 2025, and they affect nearly every prepacked product sold here: country of origin and a lot or batch identification both became mandatory on the label. Prepacked fruits and vegetables that are fresh, whole and unpeeled are exempt from the lot requirement. Artwork drawn up before that date and reprinted without review is now missing information the law requires.

What You Get

  • A point-by-point compliance report against the applicable requirements
  • The corrected label content, or a written list of what you must change and why
  • A food claims eligibility check — which claims your product already qualifies for — free with every plan
  • Sticker or overlay text for imported products where the origin label falls short
  • A review of the final artwork proof before it goes to print

What It Prevents

  • A full packaging reprint after a compliance failure is found
  • Relabelling stock that is already in a distributor’s warehouse
  • A consignment held at import over a missing declaration
  • A supermarket listing lost because the buyer’s own compliance check failed
  • A claim on the front of the pack the nutrition panel does not support
Three plans: Advisory $300–$800 · Editorial $400–$1,500 · Written from scratch $500–$2,000.

2

Food Spoilage Investigation

Triggered by: a customer complaint — sour, slimy, mushy, gassy, off-smelling or discoloured.

$600 – $2,000
per stage, 2–3 samples

A complaint arrives and you have to answer two questions at once, with no data: is anyone at risk, and what went wrong. Guessing at the second one is where the money goes. Rebuilding a cleaning programme, re-validating a sanitiser and changing supplier are three very different bills, and without testing you would be picking one and hoping.

We run the investigation in two stages, in that order, because the order is what makes the answer usable.

Stage 1 — Is It Safe?

  • Nine-parameter pathogen and hygiene panel against SFA limits
  • Bacillus cereus, coagulase-positive S. aureus, Clostridium perfringens, Enterobacteriaceae, E. coli, Listeria monocytogenes, Salmonella, yeast and mould
  • A dated, referenced report — the evidence file if the complaint escalates to the customer, the retailer or the authority
  • Answers the question the senses cannot: food poisoning organisms usually leave no smell, taste or appearance to notice

Stage 2 — Why Does It Taste or Feel Wrong?

  • Spoilage panel: Total Plate Count, lactic acid bacteria, yeast and mould, Pseudomonas, pH
  • Each organism points at a different fix — the cold chain, the pack format, the wash water, or nothing microbial at all
  • A paired control sample, so you learn whether the cause is on one product or shared across the line
  • A baseline figure to prove a corrective action worked — and to catch the fix that only half worked
  • Routine limits to put into your own QC plan, so the next drift is caught by you and not by a customer
Stage 1 $600–$1,500 · Stage 2 $800–$2,000 · optional Spoilage Control Programme $3,000–$8,000.

3

Shelf-Life Extension

Triggered by: stock expiring before it sells, or a buyer who needs a longer date than you can give.

$3,000 – $8,000
per project

A short shelf life is not one problem. It is whichever of four things fails first: microbial growth, chemical change such as rancidity or browning, physical change such as separation or staling, or moisture moving through the packaging. Each has a different cause and a different fix, and lengthening the date without knowing which one is in play means printing a date the product cannot hold.

This service identifies which mechanism is ending your product’s life, and what would have to change to push it further out. We design and run the studies and tell you what to change. Your production team makes the change, and we validate it with a repeat study on the new version.

What You Get

  • A diagnosis of what is failing first — microbial, chemical, physical or moisture
  • Baseline measurements: pH, water activity, moisture, and the microbial and chemical parameters relevant to your product
  • A study design with real storage conditions and test points, and an accelerated study where the product allows one
  • A prioritised list of changes — cheapest and least disruptive first — across process, packaging, storage and formulation
  • A validation study on the reformulated or repacked version, so the new date is supported by data
  • Storage wording for the label that matches the conditions actually tested

What It Prevents

  • Product written off because it expired in a distributor’s warehouse before it sold
  • A listing you cannot accept because the buyer’s minimum remaining life is longer than your date
  • An export market closed off by the transit time alone
  • A date extended on judgement and then withdrawn after complaints
  • Spending on new packaging or a preservative when the limiting factor was the cold chain

We advise; your team reformulates. We identify what is limiting the life and set out the options with their trade-offs, then measure whether the change worked. We do not take over your recipe or your production line.

Timeline: a diagnosis in 3–6 weeks; the validation study runs as long as the life you want to claim.

Comparing the Three Services

They are often confused with each other, usually because all three end in a report. The difference is what starts them and what the report is for.

How they fit together

Where Each Service Sits in a Product’s Life

Most companies meet us at stage 4, after something has gone wrong. The work is cheaper and the answer is stronger at stages 1 to 3, because the data already exists when the question is asked.

Stage 1

Developing the Product

The recipe, the process and the pack format are still changeable. This is the cheapest point at which shelf life can be designed in rather than discovered.

Shelf-Life Extension
Stage 2

Setting the Date

A best-before or use-by date has to be supported by storage data, not by judgement. The date you print also fixes the storage wording beside it.

Shelf Life Testing
Stage 3

Before the Artwork Prints

Every declaration, panel and claim is checked while changing them still costs nothing but a file revision.

Food Label Check
Stage 4

A Complaint Arrives

Safety is settled first with a pathogen panel, then the defect is traced to an organism and a process step.

Spoilage Investigation
Stage 5

Keeping It from Recurring

The limits found during the investigation become routine checks in your own QC plan, so the next drift is caught before a customer tastes it.

Scheduled Monitoring

Other Food Services

Programme applications and market-specific compliance work, quoted per project.

Nutri-Grade Labelling →

Every beverage on your menu is tested for sugar, saturated fat, energy, protein, fat and carbohydrate, graded A to D, and marked correctly. Grade C and D drinks must carry the mark, and Grade D may not be advertised across media platforms, with limited exceptions such as point of sale and wholesale catalogues — so a drink that grades D without warning takes your marketing plan with it. The requirements cover freshly prepared beverages as well as prepacked ones, so brewed coffee and tea, juices, smoothies and bubble tea are all in scope. For bubble tea shops, cafes, restaurants, chains, manufacturers and beverage companies.

$1,000 – $5,000 per menu

Healthier Choice Symbol Application

The HPB symbol is category-specific and each category has its own thresholds, so a product can qualify in one and miss in another. We scope which category applies, arrange the testing that supports it, and prepare the application — rather than submitting on an assumption and losing the cycle.

$1,000 – $5,000

Healthier Dining Programme Application

For food service operators applying to HPB’s Healthier Dining Programme. We work through the menu, identify which dishes can meet the criteria and what would have to change in the others, and prepare the submission.

$1,000 – $7,000

Overseas Food Labelling Compliance

Checking a Singapore label against the requirements of an export market before the shipment is made, so a consignment is not held or rejected at the destination.

Individual Test Parameters

Ordered on their own when you already know what you need tested. Prices are per sample and vary with the matrix and the method required — we confirm the exact figure when we scope the panel.

ParameterCommonly used forPrice per sample
AntioxidantsSupporting an antioxidant claim, or checking an added antioxidant is within permitted levels$250 – $400
Peroxide Value / Anisidine Value / TotoxRancidity in oils, fats, nuts and fried products — the usual chemical limit on shelf life$200 – $350
AlcoholFermented and alcohol-containing products, and confirming a low- or no-alcohol declaration$100 – $180
ProbioticsVerifying a live culture count at the end of the claimed shelf life, not only at production$80 – $150
Amino AcidsProtein quality work, specialised nutrition products and detailed nutrient profiles$850 – $980
3-MCPDRefined oils, soy sauce and derived products — a process contaminant with regulatory attention$250 – $400

Not sure which parameters apply to your product? Tell us the product and what you need the result for, and we will scope the panel. That consultation is free.

Accreditation

Why Accredited Results Matter

A result from a laboratory without recognised accreditation can be rejected by a retailer, an auditor, an overseas customer or an authority — which means paying for the same test twice, and missing the deadline the first test was meant to meet. Co-Laboratory works exclusively with accredited partner laboratories.

Questions

Common Questions About Our Food Services

What is the difference between a food service and a food test?

A test gives you a number. A service uses that number to answer a business question and tells you what to do about it. If you already know you need a Total Plate Count on three samples, order the test. If you have a customer complaining that a product tastes sour and you do not know whether it is dangerous, what caused it, or what to change, that is a service — and it will involve several tests chosen in a deliberate order.

Do I have to use all three services?

No. Most companies use one. They connect when the same product raises more than one question — for example, a spoilage investigation that finds the product is being held above its safe temperature will usually change the date on the label, and that change has to be reflected in the artwork. Where that happens we will tell you, and quote the additional work separately rather than bundling it in.

How fast can you start?

Scoping is same business day in most cases. A spoilage investigation should start immediately — spoilage organisms keep multiplying in a retained sample even under chilled storage, and after roughly a week the count describes how you stored the sample rather than how you produced it. A label check runs to your print deadline. A shelf-life project should start well before your launch date, because a real-time study takes about as long as the shelf life you want to claim.

Do you test the product yourselves?

Testing is carried out by our accredited partner laboratories, under ISO/IEC 17025. Co-Laboratory designs the test plan, chooses the parameters and the sampling points, manages the laboratory work, and interprets the results against Singapore requirements and your own specification. That interpretation is the part a laboratory report does not give you: the report states a number, not what caused it or what to do next.

Can you help if I am a small or home-based food business?

Yes. Small producers are usually the ones most exposed, because a single failed batch or a single reprint is a large proportion of a month’s revenue. Tell us the product and the situation and we will scope the smallest piece of work that answers your question, rather than the largest.

What does it cost to find out which service I need?

Nothing. Send the product details and the problem on WhatsApp or by email and we will tell you which service applies, what it will cost, and whether there is a check you can do yourself first. In a spoilage case, for example, a pH reading with your own calibrated meter often narrows the problem before any sample reaches a laboratory.

Do you work with imported products?

Yes. A label that is legal in another country is often not legal here — common gaps are missing allergen declarations, claims Singapore does not permit, nutrient thresholds that differ from the exporting market, a missing importer name and address, and a nutrition panel in a format Singapore does not accept. We check imported labels and prepare compliant Singapore sticker or overlay text where it is needed.

Will you sign an NDA?

Yes. Recipes, process parameters, test results and complaint records are commercially sensitive, and we treat them that way by default. Ask for an NDA at the scoping stage and we will put one in place before you send anything.

Tell Us the Problem, Not the Test

Describe what happened — the print deadline, the complaint, or the date that is too short. We will tell you which service answers it, what it costs, and what you can check yourself before spending anything.
